City of Edgewater Stormwater Master Plan


The City of Edgewater experienced structural and localized flooding following above average rainfall in 1994 from Tropical Storm Gordon, during late 1997 and early 1998 due to effects of El Niño, and during late 1999 after Hurricanes Floyd and Irene and Tropical Storm Harvey passed close to the coast.  Water levels in the primary drainage canals rose to maximum historical levels causing street flooding, yard flooding, and in some cases, structural flooding of buildings and other structures.

 

In an effort to better address flood protection for its residents, the City of Edgewater contracted with PEC/Professional Engineering Consultants to prepare a comprehensive stormwater management plan.  In addition to funding by the City of Edgewater, financial contributions were also made by the City of New Smyrna Beach, Volusia County and the St. Johns River Water Management District.

 

Among many other tasks, PEC was responsible for performing comprehensive stormwater modeling of the Gabordy Canal Watershed (6,117 acres), the 18th Street Canal Watershed (2,233 acres) and the Silver Palm Canal Watershed (507 acres) using ICPR.  The modeling effort was, in many respects, quite challenging due to the flat topography with multiple overtopping and cross connection possibilities and many long canals with numerous roadway culverts.  There were also 3 separate outfalls (i.e., boundary conditions) for the Gabordy Canal Watershed, namely: (1) the Intracoastal Waterway (North Indian River); (2) Turnbull Creek; and, (3) Turnbull Hammock.

 

With regard to the ICPR modeling effort, the Stormwater Master Plan included the following assignments:

  • Existing conditions analysis (view partial nodal network

  • Delineation of the 100-year flood elevations and associated special flood hazard areas in support of a future FEMA LOMR application  (example water surface profile)

  • Analysis of retrofit improvements associated with recommended capital improvement projects

Project Location

The City of Edgewater is located on the western shore of the Indian River, between the communities of New Smyrna Beach and Oak Hill, approximately 2 miles inland from the Atlantic Ocean.
