Crane Strand Regional Stormwater Facility


Singhofen & Associates, Inc. (SAI) of Winter Park, Florida was contracted by both Seminole and Oranges Counties to prepare a stormwater master plan for the highly urbanized 92-square mile Little Econlockhatchee River Watershed.  ICPR was used to model over 1,100 drainage basins and nodes.  

 

Crane Strand is a tributary to the Little Econlockhatchee River and was identified as a potential flooding problem.  Approximately 44 homes are predicted to flood during a 100-year storm and 12 roads are expected to be inundated for the 10-year storm.  Crane Strand was also listed (section 303(d)) as an impaired water body by the Florida Department of Environmental Regulation. 

 

Seminole County asked SAI to investigate various alternatives to alleviate flooding concerns and simultaneously reduce pollutant loads.  In all, 15 alternatives were analyzed and 13 different locations were identified for potential regional stormwater facilities.  The alternatives were evaluated for a series of specific design criteria including hydraulic performance using ICPR, pollutant removal capacity, initial costs, $/pollutant removed, $/structure protected, O&M requirements, implementation considerations, social acceptability, permitting, and reliability.

 

The top five ranked alternatives were presented to the County for review and construction documents and permitting for two priority locations were fast-tracked.
